5 officers will be elected each year to run the Florida Division 2 series. If more then 5 are elected then the top 5 vote receivers will be elected. All elected officers must have attended at least 75% of the previous years races (7 plus the awards race) in order to become a Florida Division 2 official. Each officer will be assigned a duty so as all Florida Division 2 duties will be performed. On each race weekend a Tech Director and Assistant will be assigned to perform Tech duties. In the event a problem should come up the officers can have an emergency vote. It will take a majority 3/5 to pass.

November ---- Florida Division 2 Awards Race at Raceway with Highest Participation.
Races are awarded based on total time in business, then total time the raceway has participated in Division 2, then award races based on previous years participation.

Rules and Procedures
The rules set forth below will be followed during the 2005-racing season. The rules will not change during the entire season. Each racer should read and understand the rules. Products listed in this book are approved for the entire season. No new rules or new items will be approved for competition once the season starts. "If it is not specifically allowed it is NOT legal"
Procedure Rules
1) All racers will adhere to all rules and procedures of the USRA unless overridden here.
2) All races will be run with SPRAY GLUE ONLY. No glue will be allowed placed on the track at any time.
3) Track Calls:
a) When a car is in a non-marshallable area.
b) When the track needs attention for repairs.
c) At the race directors discretion.
d) When a rider is spotted.
e) When a car is off in the drivers panel.
f) Drivers may not call "Track" only turn marshalls, if a driver calls track he/she will be penalized.
g) During a track call no work may be done on any car in the race.
h) When the track call is ended, the power is to be turned on, as soon as the condition is rectified.
h) Drivers may not leave their marshalling position during a track call
4) Yelling at turn marshals is strictly prohibited.
5) All racers are required to marshall the previous or next race. If any racer is not in their marshalling position at the time the race starts, that racer will be penalized by forfeiture of their place in the previous race, and any and all payouts that go along with that position. NO EXCEPTIONS!!
6) The lap counter is assumed to be correct unless otherwise proven different. All added or subtracted laps must be corrected at the time of error. NO LAPS will be added or subtracted after the heat has finished.
7) During the break between races only cars for the next race are allowed on the track. Racers must also remove controllers when done practicing. Racers who go to the pits and leave their controllers will have them removed by a Division 2 official.
8) Any violation of the rules will result in the following:
a) Verbal warning.
b) 10 lap penalty
c) Forfeiture of race position and payout.
d) Foul Language rule - 1st warning-verbal, 2nd warning- 5 laps, 3rd warning- 10 laps
9) All cars will be impounded at all times during racing and will not be returned until each racer has satisfied their marshalling duties. All impounded cars must be in complete race condition. (No missing parts).
10) If a racer leaves and does not fulfill their marshalling duties, they will have to pay a $20 penalty before being allowed to race again in the series.
11) At the end of any race, drivers should NOT pick up their cars; Division 2 officers will collect all cars.
12) During lane changes between heats, a lane change card must be used as a marker.
13) Cars are required to pass tech at all times during racing and after the race. After every qualifier and main, cars will be checked for clearance (1/16) and a minimum of .790 tires for 4.5 Nascar. Any car found to be illegal will be disqualified.
14) Only racers who have attended at least 50% of the Florida Division 2 races will be allowed to vote at the season end rules meeting. However any racer may submit proposals to be voted on. For our current series you must attend 5 of the 10 races plus attend the awards race. Only eligible races who are present at the awards race can vote. No absentee ballots. 15) Anyone that yells at a Florida Division 2 official or Race Director will automatically docked 5 laps.
16) All new products must be submitted for approval. If an item is approved then it will be legal for the next racing season.
17) If in the Florida Division 2 officers opinion, the host raceway for a Division 2 event does not have sufficient "Slot Car Merchandise" then the raceway will only receive their $ 5.00 per entry and merchandise tickets will be issued from the Florida Division 2 and may be redeemed at any Florida Division 2 Raceway.
18) All raceways must be ready to host a Florida Division 2 Event. Any raceway that does not have a working computer, printer, beeper for break-outs, color stickers and etc. will have to post a $ 50.00 retainer that will go into the Florida Division fund.
19) Racers are not allowed to fix their cars after they fail post race tech. The Tech Directors decision is final.
20) The Florida Division 2 is required to put out a monthly newsletter with complete race results, race schedule and point standings. The FL Division 2 will be required to mail these out to every track in Florida, every racer who entered a race in the past year and any person who signs up for the newsletter. The FL Division 2 is required to send out the newsletter in a timely manner, no more than a week after any series race or the event of any rules changes. The FL Division 2 is required to maintain the website in the same manner.
21) If a motor loses a tag it will be torn down and sent to the manufacture. If the arm is legal the racer will no longer be DQ and receive all points.

Raceway can open by 8am each day and sell track time to racers. The track cannot turn on for practice before 9am. All races may run behind schedule dues to increased entries. Please arrive in plenty of time of race to allow for scheduling issues. Races will follow each other as they come to a finish.
There will be a short drivers meeting each day to discuss rules, penalties and etc. and to address any questions racers may have.
There will be a 30-minute break between races for each class. The first 25 minutes the track will be on for practice. The final 5 minutes the track will be OFF to allow racers to get their car teched in. Tech will open after 15 minutes into the practice session. At the end of the 30-minute break all cars must be teched in no exceptions. All racers must be in the tech line by the time it closes or that racer cannot enter that race. If a car does not pass tech and tech is closed that racer has one period of 2 minutes to correct the violation.
There will be a 1 hour lunch break each day, during the lunch break the track may be turned on but must be turned back over to the Division 2 after the break, during the break the raceway may charge for track time.
There will be a 15-minute time limit before each main, if qualifiers were necessary. Racers must use the same chassis and body that was used in the qualifier. The track will NOT be on during this time. Racers must have their car on the starting line before the 15-minute period ends. After 15 minutes, tech will be closed. Any racer participating in the main must have their car teched by a Florida Division 2 official before that car can participate in the race. If a racer does not have their car to the starting line by the end of 15 minutes, they must wait until the next heat to enter the race.
Race Format
All classes will be randomly sorted into qualifying races with the top eight lap count totals moving into the main for that class. If you win your qualifying race, you move to the main regardless of your lap total. If there are 14 or fewer racers, a sit out format will be used. If there are 15 or more racers, qualifying races will be used. There will never be more than 12 racers in any qualifying race.
Example: 20 entries will have 2 qualifying races of 10 racers each with 2 sit outs.
25 entries will have 3 qualifying races (2 with 8 racers, 1 with 9 racers)
All races will be run using a 2-minute on and 2 minute off format.
The total of all races will be tallied at the end of the racing season. Racers will be allowed 2 drops in the regular season. A disqualification (DQ) cannot be used as a drop Points
Points will be awarded using the following format:
1st - 16 9th - 8
2nd - 15 10th - 7
3rd - 14 11th - 6
4th - 13 12th - 5
5th - 12 13th - 4
6th - 11 14th - 3
7th - 10 15th - 2
8th - 9 16th - 1
All racers who enter a race will be awarded five (5) participation points. Points will not be awarded for any top qualifier.
If there is a tiebreaker the following will determine the winner.
1) Most 1st place finishes.
2) Most top 3 finishes.
3) Finish in the final race.
General Rules All Classes
All cars/racers are expected to comply with these guidelines. All drivers are responsible for the legality of their equipment. There is one car per driver per class, and one driver per car per class. Any officer of the Florida Division II can clarify any rule that is in question or being interpreted improperly. The Florida Division II officers reserve the right to uphold any interpretation of a rule.
Width
All cars may not be more than 3.25 inches wide at any point. Round head body mounting pins may extend beyond this width. Other type body pins such as glass head or T type are not allowed.
Clearance
The minimum clearance for all classes is .062 inches (1/16 inch). No parts may drag. Guide flag, braid, front and rear tires are exempt from this rule.

One guide flag or pick up device per car.
Body
Designs should resemble full size cars. Manufactures are urged to maintain scale proportions. Variations are allowed to conform to state of the art practices.
1) Paint All bodies must be fully painted and opaque so as not to see the chassis through the body when sitting on the tech block. The sides of the body must be painted except for wheel wells except for Proflexi and Boxstock 12/15. They should be detailed to resemble full sized racecars. Exhaust pipes, body lines, interior stacks, mirrors, and decals are optional.
2) Numbers All cars must display three numbers of reasonable size and position. No sharpie or other marker drawn on numbers. Must be stickers or painted numbers.
3) Interior Make all interiors in all classes be commercially available, no more hand drawn or home made interiors. Interiors must be vacuumed formed and have 3 colors. An interior must have a 3 dimensional driver, helmet, shoulders, arms and steering wheel.
4) Windshield Windshield must be clear and of original body.
5) Wheel wells Wheel wells must be transparent so as when viewed from either side of the car. Partial view of both of the front wheels must be seen.
6) Body openings The chassis must be completely covered by the body and air control when viewed from above, except for the cockpit openings or USRA legal body openings (such as accurate representations of vents, scoops, etc).
7) Air Control Not allowed except for Boxstock 12/15
Air Control Devices
1) No part may exceed 2.5 inches in height, measured from the tech block surface. Air control devices cannot be opaque.
2) Side dams may be a maximum of 2.5 inches high at the rear wheel centerline and continue to taper making them a maximum of 2 inches high at the point 3.75 inches forward of the rear centerline. The same taper may continue ahead of the front wheels.
3) Must have front edges taped and outside corners rounded in a manner suitable to avoid injury to race participants and spectators.
4) May affix any decals or markings on any air control surface but cannot be opaque.
5) The diaplane maximum length is .500 inches. Corners must be rounded.
6) Rear spoiler cannot be opaque, although suitable decals may be affixed
Parts Replacement
Any component may be replaced during the competition except the original chassis and body. Any racer found to have switched chassis or body will be disqualified immediately.
Axles/Bearings
All cars axles may not extend beyond wheel edge. Any steel axles are allowed in all classes. No lightweight, hollow, graphite, or titanium axles allowed. No ball bearings allowed on axle and/or in the motor. Any axle olite bearing may be used, but no polymer bearings.

May interchange can, endbells, and hardware between different approved C-can motors.
Commercial Availability
Major components for group and restricted racing (motor, motor parts, chassis, chassis parts, and bodies) must be readily available to all participants, sufficiently far enough in advance before the race event for all participants to be able to compete on an equitable level. Commercially available means that the product must be readily available through retailers, participating tracks and a minimum of three National USRA member Commercial Distributors at least 30 days prior to the race event. All new items will be published in the Florida Division II newsletter or online and have an approval date. The number of pieces required to be available is 1,000 pieces for Box Stock 15 motors, tagged armatures, restricted chassis, and restricted components and bodies. A product will be considered to be no longer commercially available after production has ceased: products in this status which have been approved for competition will continue to be legal for Florida Division II competition for a period of no longer than 2 years after production has ceased. All products, which are considered to be commercially available and restricted products, must meet retail specifications and must be sold at standard industry discount through approved dealers. Any product that is restricted in retail price by the USRA may be adjusted in retail price according to the annual cost of living, a maximum of 5% annually. These items include Group 12 and 15 armatures and motors, and Box Stock 15 Chassis.
Race Fees
All race fees will be $12.00. Of which, $9.00 will go to the local track and $3.00 will go to the Florida Division II for box plaques, trophies, t-shirts, and to cover expenses incurred by the organization. These expenses include Newsletters, Rule Books, Awards, Paperwork, and Special Functions that include food and so forth. Spending is left entirely to the Florida Division IIs Treasurer with feedback from the other Officials. All expenditures will be shared with any racer at any time. It is every racers right to understand the finances of the Florida Division II at any time. Financial statements are available upon request but will not be published on the website.
Pay-outs
$ 9.00 out of every entry is paid to the host raceway. Each host raceway will keep $ 5.00 per entry and payout the remaining $ 4.00. Payouts will stay in the class they were collected. The top 5 racers will receive payouts. 1st place will receive 35%, 2nd place 25%, 3rd place 15%, 4th place 13% and 5th place 12% of the total purse. Any sponsored driver, this being a racer able to receive parts at any discounted price, will not be able to receive payout.
Protest Procedures
Any racer has the right at any time to protest a race or racer. The racer must protest the race or racer to any Florida Division II official before the next race starts. The decision of the protest must be satisfied before the next race begins. Any racer who suspects another racer is not within specifications may post a $20.00 general protest fee. This would allow any racer to protest any other racers car, or any part there of for $20.00 per car. The car, or any part there of, would then be torn down, but not burned to check the legality of all components. The protestor can protest the car at anytime. Once the car, or any part there of, is protested, it would then be marked and torn down at the end of the race. Upon inspection, the $20.00 protest fee would go back to the protestor if the car, or any part there of, is found to be outside of legal specifications. The racer would then be disqualified immediately. If all aspects of the car were found to be within specifications, the $20.00 protest fee would be given to the racer whom was protested for rebuilding fees. If however you want a car re-teched during a racing event you may post a $ 3.00 "buy a look" fee, the protested car would then be teched as if it were being entered in the race to make sure everything is still legal. If the car is found to be illegal then the protested driver must fix any violations under green, and the $ 3.00 would be given back. If the car is legal then the $ 3.00 would go to the owner of the protested car.
Racer Classification
Any racer may enter any class with the following exceptions:
1) Amateur Nascar racers may enter the Expert race during the same weekend. Expert drivers will not be able to race Amateur NASCAR . Amateur NASCAR and GTP will be run with a breakout. Breakout for 2005 will be the same as the 2004 season for Amateur Nascar. Amateur GTP will be reduced by 3 tenths at all tracks. Breakouts will be posted 1 month in advance on the Florida Division 2 web site.
2) Any sponsored driver will not be allowed to run in amateur Nascar.
3) Any driver that is a manufacturer, a distributor, a track owner, a paid track employee, or officer of the Florida Division II may race in Amateur Nascar classes as long as they have never been previously moved up.
4) The Florida Division II has the right to move any racer up to an Expert class as the officers deem necessary.
5) Amateur Nascar racers that finish in top 3 points in a class for the year, must move out of that Amateur Nascar class the following year.
6) Any driver may race GTP.
Black Flag
The Race Director is authorized to black flag any car that is dragging, interfering with other cars or continuously de-slotting due to mechanical problems. Upon being black flagged, the driver must bring the car in for repairs immediately. If the driver does not correct the problem, the driver may be black flagged again. If the driver is black flagged for a second time, the driver is immediately disqualified.
Lane Change
Following each lane change, cars must be returned to the track where they stopped. Putting a car back on the track in an advantageous position will result in a warning, and later a penalty if this persists. When the car is removed from the track it is the drivers responsibility to know where their car stopped. Drivers must use lane change cards to determine stopping position. A lane change card should be a non-metallic material that goes into the slot and is not overly large or interfere with the surrounding lanes (cannot be bigger than 4 6 index card). Do not rely on just your memory. The marshals should notify the Race Director of any driver that is advancing their car. When going into a sit-out heat, the driver should write their name on the white lane sticker and attach it to the side of the track. The car must then go directly to the race director for impound during the sit-out. At the end of each race, no drivers should pick up their cars; a Florida Division II officer will pick up the cars.
Un-sportsman Like Conduct
Un-sportsman like conduct on the part of any driver or turn marshal will be subject to disqualification at the discretion of the Race Director. Verbal abuse or profanity will not be tolerated. The Race Director may first warn drivers, marshals, or pit men if their behavior is unacceptable. Serious or repeated violations will result in penalties or disqualification. Repeat offenders may be barred from future Florida Division II events.
Controller Specifications
Any controller/choke may be used in any class except Amateur Nascar and GTP as long as the controller/choke uses no batteries or additional power sources to increase or regulate voltage or amperage at the track braid. Specifically prohibited are voltage multipliers or doublers, transformers, batteries, encapsulated components, and capacitors. Specifically allowed are simple wire chokes and diodes. These lower power but do not regulate. A variable choke operated by the driver shall not be considered regulated. Relays, if used, must be powered by the track current only. Controllers/chokes are subject to inspection by the Florida Division II officials to verify compliance with the above rules. Chokes are not permitted in Amateur Nascar and GTP classes.
Amateur Nascar Rules
Chassis
1. Must be a commercially available approved chassis.
Approved chassis list: Champion Turbo Flex, Astro, Parma Flexi 1, Flexi 2, Flexi 3, Flexi 4, Jk Scorpion 1, Scorpion 2, Scorpion 3, Cheetah, Cheetah 7, Mossetti Titan, Rad Traxx Gambler.
2. Must be stamped and formed metal. The portions to which the motor is attached must be steel, floating pans must be steel, aluminum or brass.
3. May update chassis to RTR specs. May use lightweight replacement pans and center sections.
4. May interchange parts from a single manufacture (Example: Flexi & Flexi 2 parts, JK long or short center sections and etc.)
5. No modifications except for the following:
a) May solder or glue motor, axle oilites, and front wheel retainers.
b) May add lead weight and tape to chassis.
c) May file holes in motor bracket to allow better gear mesh, but must retain a portion of motor bracket.
d) No olite modifications allowed, may use offset oilites.
e) May add spacers between pan and center section.
f) May add a one inch (1") long motor brace and an upright brace.
g) The original manufactures plating may be removed in the area to be soldered only.
h) May add pin tubes. Pin tubes may be either solid or floating. May add lead wire retainer.
i) May solder on steel guide tongue reinforcement such as Slick 7 but the original tongue may not be removed, modified, or moved.
j) No other modifications, soldering, cutting, grinding, or bracing allowed.
k) May use any guide, nut, spacers, lead wire and clips.
Motors
The following 16D unbalanced motors may only be used:
1) Parma # 501 Sealed "Deathstar"
2) Champion # 501 Sealed
3) Pro Slot FX Sealed 16D
All motors must have a factory seal intact. No modifications of the motor are allowed except for the following:
1) May change brushes.
2) May zap magnets.
3) Must use factory 16D springs (NO 3 coil springs allowed).
4) May adjust endplay and solder can bearing.
5) Must use stock timing specified by the manufacture.
Body Specifications
Body may be reinforced with tape, bulletproofing, or ninja stars. The roof height must be 1 " minimum. All windows must be clear. Must obtain a 1/8" front and rear bumper. Must have a 3D 1/24 scale NASCAR interior (see BODY in general rules). Rear spoiler must be molded as part of the body, no Lexan additions. The FL Division 2 officials will pick 5 bodies to be legal for this class.

Axles/Tires/Wheels
Minimum front and rear axle diameter is 3/32"". Independent front wheels are allowed. Rear minimum tire diameter is .790". Front wheel minimum diameter is .675" and width is .400"". Axle must pass through both front uprights. Front axles may be soldered solid, but front wheels must rotate.
Gears
Must use any 48 or 64 pitch gears.

Balanced Super 16C or bellow. Must be commercially available and meet all USRA manufacturing specifications. No modifications allowed except for the following:
1) May add or change end bell or can screws.
2) May dye armature.
3) May re-true commentator.
4) May re-zap magnets.
5) May super glue magnets in place and/or epoxy
6) May change motor brushes.
7) May use any (3) coil springs.
8) Armatures must retain original tag.
9) Magnet dimensions must fall into the following:
a) .500" in length.
b) .150" in width.
c) .550" in height.
d) + or 10%
10) Must use one-piece magnets.
11) Magnets may not contain "rare earth materials".
12) No quad magnets allowed.
13) Can and end bell must be mass produced.
14) Armature minimum diameter is .513".

Body Specifications
Any body allowed except wing type bodies. No air control devices except you may add a diaplane to the front of the body for reinforcement. The diaplane maximum length is .500 inches. Corners must be rounded.

Light front wheels allowed. Rear axle can be 3/32" in diameter. Front axle must be solid and can be soldered to the chassis.

Motors
The following sealed motors may only be used:
1) Parma # 502 Super 16D
2) Champion # 502 Super 16D
3) Parma # 501 "Deathstar" 16D
4) Champion # 501 16D
5) Pro Slot FX Sealed 16D
6) Pro Slot FX Sealed S16D
All motors must have a factory seal intact. No modifications of the motor are allowed except for the following:
1) May change brushes.
2) May zap magnets.
3) Must use factory 16D springs (No 3 coil springs allowed).
4) May adjust endplay and solder can bearing.
5) Must use stock timing specified by the manufacturer.
Body Specifications
Any USRA approved GTP body may be used. Body must cover entire chassis when viewed from above. May cut out rear portion of bodies. Bodies must be fully painted. All windows must be clear. Driver must be 3 color minimum. Must use a 1/24 scale size driver / interior painted and mounted in a normal position and covering entire window, no flat interiors allowed. Bodies may be reinforced with tape, bulletproofing, or ninja stars. Maximum rear height is 1 5/8"" measured from tech block to highest point of rear spoiler.
